There's always only zh descriptions, which should be prevented.

What should have happened instead?:

Users should able to define short description in different languages on a page
- Locally with {{SHORTDESC:
- Globally with multilanguage descriptions
It should list all existing short descriptions in language variants in info action
It should provide short descriptions in language variants in API
