Configs updated afaict, bots restarted (and have rejoined IRC) — not entirely sure things are working correctly at the moment, but how much of that is down to the databases remains unseen. Will continue diagnosing.

@TheresNoTime I think this task can be resolved, as the bot is connecting to the database correctly (from my understanding).
We can discuss indexes/performance issues in the parent task T328691.

Finally found the hardcoded database string in LinkReporter.pl, now seems to be working
