Add the ability for administrators ('sysops') to add and remove the 'confirmed' user group on Wikifunctions.

Reasoning at discussion:
If anyone were to request the confirmed (Not autoconfirmed) usergroup, there should be no real reason why this is restricted to Bureaucrats as it is at the moment (WF group rights). The ability for admins to complete this is somewhat standard with commons, wikidata and enwiki allowing it, with a notable exception being Meta-Wiki. There is a section available at Requests for user groups#Confirmed to request this, however with a lack of any non Wikifunctions Staff bureaucrats, and Wikifunctions staff wanting to step away from general user group granting, admins and stewards are the only user groups able to grant general user groups for the community.
