https://hub.docker.com/_/openjdk is deprecated due to security issues, and no longer maintained.

Some alternative base packages to evaluate (including possible licensing issues):

Debian Bullseye (ref: https://phabricator.wikimedia.org/T343124)
Amazon Corretto
Eclipse Che

\* Ideally whichever package we choose would also be available in both AMD64 and ARM64.
