Some portion of people who are blocked due to IP blocks end up at https://meta.wikimedia.org/wiki/Stewards/Wizard. It would be nice if this wizard existed as software, in the form of an interactive dialog that could funnel the user to different places based on what we know about the user and the block -- e.g. is the block targeting open proxies? If so, then guide the user about what to do with switching off a VPN, or provide a process for filing an IPBE request.

To make this dialog effective, we'd probably want T352148: Block schema: add a structured category/reason_type field so we have structured information about the block.

One significant benefit of implementing https://meta.wikimedia.org/wiki/Stewards/Wizard as a dialog is that we'd be able to instrument interactions to try to work out how many good faith users are affected by IP / IP range blocks.
