As a Community Configuration editor, I want to receive a warning if I leave the edit summary blank, because that is the expected behavior and setting I have configured in my Preferences

This task is important because editing Community Configuration is a significant change that should (almost) always include an edit summary.

Acceptance Criteria:

Given I've reached the edit summary when making a Community Configuration change,
When I don't add any text to the Edit Summary and I have "Prompt me when entering a blank edit summary" enabled in my preferences,
Then I'm presented with the following warning/reminder:

⚠️ Reminder: You have not provided an edit summary. If you click "Publish changes" again, your edit will be published without one.
