When Reference Reliability check is shown, ensure this event is logged
Open, Needs TriagePublic

Description

This task involves the work of publicly logging an event whenever the Reference Reliability Check is activated.

Story

As someone motivated to identify people seeking to disrupt/vandalize the wikis, I need to know when and what usernames are attempting to publish domains that a project has deemed spam, so that I can help identify people who are attempting to obfuscate the vandalism they are trying to commit by "splaying" it across multiple accounts/IP addresses.

Prioritization

Per the points @Esanders raised offline (see Rationale below), the Editing Team is NOT going to prioritize work on implementing what this task is asking for right now.

Rationale

  1. Edits are logged in Special:Log/spamblacklist and Special:Log/abusefilterblockeddomainhit when people explicitly attempt to publish a change that includes a link wikis have deemed to be spam. In doing so, they are agreeing to Wikipedia's Terms of Use and we assume, by extension, that the changes they are intent on making are public for other people to view and/or act on.
  2. Reference Check differs from Special:Log/spamblacklist and Special:Log/abusefilterblockeddomainhit in an important way: the Reference Reliability Check is shown before people attempt to publish a change. As such, they have not yet agreed to Wikipedia's Terms of Use and we assume, by extension, that they are ready to make changes fit for people to view and/or act on.

"1." and "2." sum into the Prioritization decision articulated above.
