[M] Update the 'other information' field in upload wizard

Description

This task is part of improving the describe step of the Upload Wizard on Commons T358765.

"Other information" field on describe step is not very frequently used. This task is to make sure the presence of this field does not confuse new users but is still available for some experienced users who are currently using it for entering things like templates.

Link to UI
  • Turn the other information field into an accordion (closed by default) as shown in the UI
  • Update the label and show the optional label as shown in the UI
  • Show this field below additional information
  • Reveal a multiline input field when the accordion is opened as shown here
