Current Situation:

We don't have clear guidelines to inform and encourage Wikibase Suite contributors what quality or other requirements their code contributions need to follow

Goal:

there is documentation specifying the expectations for code contributions to Wikibase Suite

Acceptance Criteria:

coding guidelines with clear requirements and expectations for any code contribution is written
