Steps to replicate the issue (include links if applicable):

• Open an edit in diff view within Edit Patrol
• Choose Talk
• Open a Saved message or Example message
• Try to publish without making an edits

What happens?:

• “Next” is not active, and only becomes active after making an edit in either the Subject or Compose Message

What should have happened instead?:

• Next should be active already since all Saved/Example messages are required to have both Subject and Message filled.
