With this extension it's possible to merge zh-hans and zh-hant village pumps, because text can be automatically converted when the page language is correctly set to zh. The ability to achieve this was requested at [[d:Wikidata:互助客栈#建议合并简体中文和繁体中文的互助客栈]].

Do you really mean bug 35489? It seems unrelated.
This bug is to seek a way to enable LanguageConverter.

LanguageConverter just comes along with the page content language of the page. The same goes for bug 35489. So the fundamental bug is the need to be able to set the page content language on-wiki. The PageLanguage extension is a possible solution to that, but not the best one. There are actually multiple bugs that more or less relate to the fundamental bug, e.g. bug 9360, bug 10736.
Better focus on bug 9360, the deploy of which is essentially tracked at bug 67223.
