There is no concept of a menu in MediaWiki UI. This is a Flow component, and it will need to be moved to core before it can be documented and put in the styleguide as mw-ui-menu or whatever it is.

That effectively means it's a proposed enhancement to MW UI, so I still think it belongs in the MW UI component, similar to other features that have versions but outside of MW UI (e.g. bug 55535) and upstreaming is requested.

If we're deprecating MW UI (T100270: Replace use of jQuery UI and MW UI with OOUI across all Wikimedia-deployed extensions and core), we probably shouldn't be adding new features. Since this is tagged with OOjs UI, changed it to that.
