We place the pictures mostly on commons but the templates sometimes does not always correlate. (For example: https://en.wikisource.org/wiki/File:Sasssoon-againstwar-letter.jpg ) Thats why we placed the file upload option to the local Wikisource option by adjusting MediaWiki:Licenses.
Sure, i can open a page to get an approval from the community. But this request was from the few active users.
