I could not reproduce the problem with Wikipedia app 7.4.1 (2500) on iOS 16.6, as of today (01:26 UTC, Sept. 7, 2023), and could not find edit history of the article since I posted this task.
Maybe loaded template has been changed.

I also checked these pages on iOS app 6.8.2 (1868) and seemed working as expected.

With 6.2.2 (1605), current edit confirmation does not show that bug. License notice is translated properly.

Yeah, I agree with @JMinor.

"The quick brown fox jumps over a lazy dog very very fast." roughly equals 30 characters, so I would say "equal or less than 30 characters". I estimate the exact number is not needed here.
Technically it should be less than 1000 chars, on current MediaWiki deployment.
