I would like for there to be a "Copy link to this version" button for articles near the header of a page and for article sections (T18691).

There are millions of talk page and external discussions about specific articles and sections that were meant to link to articles and sections that existed in a particular state at the time they were referenced. When discussions get archived and articles change as a result of the discussion or naturally over time, it can be time-consuming to find the version of the article that was being discussed.
Providing a "Copy link to this version" article would encourage editors to link to the version of the article they are referencing in a discussion so that context about a discussion is preserved.
**Benefits** (why should this be implemented?):
Referencing historical wiki content would become very easy and immensely benefit both editors and readers.
