Move "Copy link to this version" link from sidebar to article header

Feature summary (what you would like to be able to do and where):

I would like for there to be a"Copy link to this version" button for articles near the header of a page rather than the sidebar where it is barely visible. It could likely utilize the "share button" idea proposed in T18691 and look something like this:

There are millions of talk page and external discussions about specific articles and sections that intending to reference the article or section's state at the time they were linked. When discussions get archived and articles change as a result of the discussion or naturally over time, it can be time-consuming to find the version of the article that was being discussed.

Benefits (why should this be implemented?):

Users would be more aware of the ability to reference historical wiki content and thus would be more likely share historical links more-often and preserve the historical references of discussions.

Event Timeline

The "Permanent link" in sidebar provides a link to current version and at least in Firefox and Edge you can copy the URL of the hyperlink.

It's not a button though, so right clicking and then clicking copy is not as convenient as it should be. It's also not very visible.
