Paypal Giving Fund donations added to Civi under incorrect CID

Description

FRTech, we found that the Paypal Giving Fund proceeds for 25 April ($4494.44) in the attached screen shot, came in under a new CID 63719152, when it should have been applied to CID 27693813, which aggregates the Paypal Giving Fund proceeds. Can you advise if the change in logic is on our end or Paypal's so we can rectify this?

@EMartin they also have an organization record, cid 3729480. Would it be better to add some logic to make sure all donations with that email go to the org record? @Cstone figured out that the individual names on those other CIDs are CEOs of the Fund, so we probably want to avoid creating a new record when they get a new CEO.

Suggested tech fix: give IPN job runner a map of email address => contact_id for special cases like this one, and when the IPN's email is on the list have the runner blank the name fields and just assign the contact_id on the message it sends to the donations queue.

@Ejegg @Cstone Thanks for that information! I wonder why it was set up that way in the first place? Having the gifts go to the organization record makes more sense to me, but I would like to keep all of those gifts on one record. Maybe we can merge the two records once the new setup is in place so we have a complete gift history?

@AKanji-WMF I think if we can aim to have this resolved before the end of this month that would be ideal since we are training a new hire on a monthly process that involves these gifts. Thanks!
