decom nfs1.pmtpa.wmnet

Description

nfs1.pmtpa.wmnet has address 10.0.0.244
nfs2.pmtpa.wmnet has address 10.0.0.247
these need to be shutdown to get ouf of Tampa, but only after fenari is down ,
because it uses NFS homes

where to point the syslog service IP in eqiad instead?

As far as I know, there is no need to keep the mediawiki logging udp2log instance on these boxes. It is included on fluorine and I think that should be sufficient.

Where should the syslogs actually be going?
We currently have swift, apache and syslog going to /home/wikipedia/syslog/
As the apache syslogs go to fluorine, I've made a commit to stop the apache
logs going to nfs1 in https://gerrit.wikimedia.org/r/164002
This leaves syslog (small) and the very huge swift logs...
I suspect network traffic going to nowhere isn't a good idea...
Also:
syslog.eqiad.wmnet canonical name = nfs-home.pmtpa.wmnet.
