Should / Could we get a horizon tag / project?

@Addshore, You can reopen T104910 if we have people that will triage the bug reports. I'm not as familiar with the OpenStack projects in Labs.

NOTE: This tracking task should be converted to Goal, any objections?

It's not perfect but Horizon now does all the things we need. We also have a project tag now, so closing this top-level task.
