ParserFunctions should not be subst'ed, only their output

Description:
I can't tell whether this is or not a duplicate of bug 7051. It might be related
to now fixed bug 3298 (Subst'ing ignore includeonly/noinclude).

When you subst a template with ParserFunctions, the ParserFunctions syntax ends
up in the article, whereas you would only want the output. This is especially
troublesome with templates like [[:en:Category:Conversion templates]], which
can't be subst'ed.

This is a duplicate of that larger behaviour.
