I Strongly object to upgrading without a thorough evaluation, we upgraded to 2014.7 for similar reasons and look where it got us. I'm pretty sure 2015.5 has its own bunch of problems.
We should first pin down what problems do we have, maybe work in order to even the zeromq versions across the cluster, and more importantly we need to decide if we want to ditch salt or really invest our effort in using it correctly.
I'm closing this ticket as declined for now.
