Disallow unblocking by blocked administrators

Description:
Blocked administrators should not be able to unblock themselves or their IP
while they are blocked. Legitimately blocked administrators (if there are any)
can use the same means to get unblocked as non-admins, but since administrators
are already immune to IP blocks (see Bug 3706) there is very little if any
utility to being able to unblock. Meanwhile, it becomes a problem when rogue
admins can simply continue unblocking themselves until a steward is found.

This has been proposed before with the same outcome. If there are insufficient
stewards to fulfill needs, then appoint more. If the existing stewards aren't
doing their jobs, then replace them.

one of them is likely to delete the main page or edit the sitenotice of a top 10
website with 100 other admins that it would be impossible to block, practically
