Asked in MediaWiki-General, seemed to get a positive response:

[12:17] <Luna-San> Hm. Quick question, before maybe submitting to bugzilla, would it be feasible to make "talk page only" watchlist entries? Somebody was complaining about the sheer activity of en.wikipedia's admin intervention against vandalism page, as they wanted to watch the talk page without the flooding from the project page. Seemed like a possible solution, but not sure how hard it might be to implement.
