ORES should be able to read multiple config files so that it can merge private or location-specific information into public configuration.

This was implemented in https://github.com/wiki-ai/ores-wikimedia-config/commit/9f3546f4731323a9c8db7fd8eb1cb1c60eb4fd6f

It also required a new release of yamlconfig. See https://github.com/halfak/yamlconf/commit/ac8aec1d223d9574b0c61f801232fb78d63d09bd
