I don't see any easy solution to search for the changes of the "public description" of all rules.
For example: If you know a rule by name, but somebody else changes that name, it's almost impossible to find that rule again, if you didn't know it's ID number.
Every single rule has got it's own history. But a global history for all rules is missing.
I think you missed something. For exmaple, try https://de.wikipedia.org/wiki/Spezial:Missbrauchsfilter/history, it shows the history of all filters.

Ok, this is not possbile through the webUI at the moment, but you can set a limit through the URL:
