At the moment, elasticsearch upgrade script are not versionned in a central WMF place. Some of them are on Github, or not commited at all under version control. They should be properly versionned.

As part of the cluster restart, I needed a script. And a place to store it.
So we now have a central place to store admin script for the elasticsearch cluster. More script will probably be added overtime, but now that we have a first script in place I think we can close this task.
