A redirect which redirects to another wiki is not followed at Commons, but shows the page that would also be shown with the parameter "redirect=no". I noticed this at my talk page and at a subpage of my user page.

It's not enabled on any WMF wiki. It has been like this for a long time.
If you mean that it should be enabled on commons/x-wiki/all-wikis, change bug definition.
