Set language of watchlist notification mail to language on user's preference, not of wikia edited by user.

Now, language of mail is for mediawiki setting. For example, if mediawiki is set in English, it send a mail in English, even if a user set Japanese on its preference.

I usually use mediawiki on Wikia. It has many language versions and shares user database, and I sometimes write English wiki using ja interface. But notification mail is depending on mediawiki settings, I get many mails in many languages. If possilbe, I want all mails in Japanese.
