Description

In both ORES and Wiki labels, uwsgi takes a very long time (30 seconds to 2 minutes) to restart. In ORES, we might attribute this to starting and stopping many processes, but in Wiki labels, the CPU and memory usage of uwsgi processes is very low.

This task is done when there's a writeup explaining what is going wrong and a proposed/implemented fix.
