I've noticed that, when I scroll when the page is still loading, the mouse position will has some offset (the actual position of the mouse is some pixels higher).

When you scroll to the top, you'll notice a grey area at the top of the page that will disappear. The mouse position would be correct again.

Using Safari 9.1.1 on OS X 10.11.5.
