Description

If the user is in group without upload permission, he shouldn't see the Upload item in toolbox in sidebar as well as he shouldn't be able to access Special:Upload.

Current example: On Incubator only bureaucrats can upload files, but all users see the item in menu as well as they can access the Special:Upload.
