Description:
When creating a new user talk page (action=edit on non-existent user talk page of a valid user), the mediawiki sidebar no longer appears immediately below the sitelogo, but is displaced vertically and starts immediately after the editing instructions.
Carrying out a dummy edit restores the sidebar to its proper place during viewing and editing.
This bug prevents TW from leaving warnings on the talk pages of new users.
