I created a new instance called tools-docker-builder-03 many hours ago (at least 3?) and it still hasn't shown up in the wikitech API. This breaks clush, since that depends on the wikitech API. This also breaks shinken and NFS' exports...
Let's either fix this, or prioritize T143136
IIRC since this task was filed, @Andrew fixed some OpenStack hooks, and @Krenair made clush, NFS and Shinken no longer depend on the wikitech.wikimedia.org API. https://wikitech.wikimedia.org/w/api.php?action=query&list=novainstances&niregion=eqiad&format=json&niproject=tools doesn't show any obvious inconsistencies, so assuming this has been fixed.
