I don't see any "Create project" link on https://phabricator.wikimedia.org/maniphest/ hence the steps to reproduce are unclear to me...
(I'm not convinced that we want to maintain a local patch to change that error message for this.)
I think you are talking about Project app rather than Maniphest (tasks) app: https://phabricator.wikimedia.org/project/.
I wonder if this could be a local translation.override in https://gitlab.wikimedia.org/repos/phabricator/deployment/-/blob/wmf/stable/scap/templates/phabricator/conf/local/local.json.j2 . But not sure that allows HTML links for security reasons.
