currently the help menu of the VE is not customizable, therefore links to tutorials in local languages can not be added to the help menu. Reading the discussion, there seem to be two requests here:
- Make it possible to change where the help link inside the editor points.
- Make it possible to add extra items to the help menu.
For the first bit, it is already possible for editors to change where the help link in the visual editor points, by putting the link you want at MediaWiki:Visualeditor-help-link. This link is overridden on the English Wikipedia to point to a local user manual, for example.
For the second bit, it is not possible for editors to add extra items to the help menu. The number of items in the menu is intentionally kept low, to keep it as simple and easy to understand as possible. If you want users to read these tutorials, I suggest changing the help link to local documentation as mentioned above, and putting a link to the tutorials in there. You could even change the label of that button to reflect that, if you want. However, I should note that linking new users to tutorials has not been found to be an effective way of onboarding them, so you may want to consider whether you really want to do this.
