A frequent vandal approach is to mass-move pages to titles containing vulgarities. It simply should not be possible for a project page in ANY project (Wikipedia: Wikiquote: Wiktionary: etc.) to be moved to a title such as "Pelican Shit" or "Ass Pus". I just finished cleaning up a horde of these on Wikiquote. The system needs to catch these - if an editor begins moving pages to vulgar titles, the move should automatically be denied and the editor should be autoblocked until an admin can check out the situation (perhaps some kind of flag can be set up to alert editors that a block has been effected?), or at the very least the editor's move permission should be revoked until the situation is checked by an admin.
