(1) Users apply for individual titles, and are required to provide country of residence when doing so.
(2) Most of the books have geographic restrictions - eg. almost all are not available in the US. We tell people this in the signup blurb.
(3) Coordinators processing applications cannot see country of residence until after approving applications - it's visible only in the send data screen, not the review screen.
(4) We've had several people apply for books that they can't access in their region, get approved, and only then do we figure out they can't get them.
