There is, as far as I'm aware, no combination of contents for [[MediaWiki:Excontent]], [[MediaWiki:Excontentauthor]] and [[MediaWiki:Exbeforeblank]] that results in a blank default deletion summary. This should be possible.

Yes this ought to be possible. We have a consensus to use a blank default deletion summary on the English Wikipedia, see [[Wikipedia:Village_pump_(proposals)#Remove_default_.27content_was:....27_and_.27only_contributor_was:....27_from_deletion_summary]].
