Description

To solve a few bugs and be able to customize PAWS we need to create our own hub image instead of using vanilla hub from upstream

I created a basic Dockerfile for it, and it is working on paws-beta.

For now it only creates the tools.paws user inside the hub, but we can use this to customize the hub in several ways.
