Historically we've needed users to have the 'Allow other users to email me' preference set so that coordinators can email applicants. This might not be needed anymore since we use OAuth to get user emails, but we need to do a bit of testing to confirm this.

Not required. Just signed up on a test account without this preference enabled (on en and meta) and we were still able to get the email address.
