Screen shot of duplicate site notices having various layout problems.
I tried to replace the (English) site notice with a translated one but now we have two.

By the way, this site notice, and all the recent ones, had an uggly layout, and were consuming an enourmous amount of space.

The local notice won't be able to override the central notice. You'll need to make those changes, layout fixes/suggestions etc. on Meta-Wiki.
