CropTool broken: 502 Bad Gateway

Description

https://tools.wmflabs.org/croptool times out and then gives me "502 Bad Gateway" and "nginx/1.13.6". It appears not to have cropped for anyone on Commons since 13:00 UTC (1h18m ago).

Restarted the server yesterday, and again today.

2018-04-24 08:32:59: (server.c.1444) [note] sockets disabled, connection limit reached

so most likely T104799
