When using the Wikimedia Commons mobile application this is already a thing, if you wish to add something to let's say "Skyscrapers in Colombia" it will automatically suggest "Skyscrapers in Bogota" and other sub-categories, many users are simply unaware of what the appropriate sub-category to place something in is as not everyone checks a category before they upload a medium and this will prevent a parent category from becoming "too populated".

Vicuna does this, and it is vital.
It should absolutely be implemented in the upload wizard too.
A typical use case:
- I upload a picture of Volvo III SuperDeluxe
- No category appear for Volvo III SuperDeluxe, so I press backspace to remove some characters, until Volvo II appears
- With Vicuna I can go up one category from Volvo II, see that Volvo SuperDeluxe III exists, select it, then discover that there are further categories that match my picture even better.
- With Upload Wizard I have to go back to Volvo which has too many subcategories so only a few random ones are displayed.
Conclusion:
- With Vicuna I easily found the perfect category
- WIth Upload Wizard I only categorized as Volvo
