AbuseLog and testing interfaces should normalize user names

Description

Currently the AbuseLog and similar pages with per user lookup features do not normalize the name to capitalize the first letter or trim trailing whitespace. These operations, which are pretty standard on other user search boxes, should be added since it is confusing to not find the log because of a trailing spaces in the name, etc.

Fixed for abuse log in r49106, please tell me where else this isn't done.

Hmmmm, it seems to work already in the other places. So either I was misremembering or it was fixed at some previous point. Anyway, thanks for fixing the Log.
