There is a "section=new" feature already, but in some cases, it may be desirable to create a link that (with a possibly preloaded text!) adds text to the bottom of an existing section.

For example, at "Wikipedia:Requests for page protection", this feature could be used to create a button that automatically adds a new entry to the bottom of the section "Current_requests_for_increase_in_protection_level".
