Description:
Currently, if a user who cannot modify abuse filters goes to [[Special:AbuseFilter/new]] they see the filter creation form but with all the fields disabled. If they go to [[Special:AbuseFilter/import]], they see a working import form that, when used, takes them to [[Special:AbuseFilter/new]] with the fields populated with the values from the filter they tried to import, but again all disabled. It would be clearer to show an error message in each case.
