OpenRefine is a tool that eases data imports in Wikidata (among others). The development of this tool itself is run on GitHub and we have no plans to change that in the near future (the project is not specific to Wikimedia).
However, since the introduction of the Wikidata integration, we see a growing need to document its Wikimedia-related features, improve them, and maintain some software components it relies on and which live in Toollabs (such as https://tools.wmflabs.org/openrefine-wikidata/). We want the Wikimedia community to engage with this effort (and this has already happened at multiple events such as the Wikimedia Hackathons in Barcelona and Prague and the WikiTechStorm in The Hague). Therefore it would be natural to have a project in Phabricator to track this activity across events.
I am not entirely sure what is the best project type for this - I would suggest to create it as an Umbrella since it is meant to be used by the OpenRefine community within Wikimedia. It does not relate to a specific software component, and is meant to encompass a broad range of activities. Maybe Group could be appropriate too.
