cloudvps: capacity -- add cloudvirt1030 to scheduling pool or change documentation

repository OPUP.git at hieradata/eqiad/profile/openstack/eqiad1/nova.yaml has inconsistent documentation and implementation for cloudvirt1030 and its inclusion in the scheduling pool.

documentation states: # cloudvirt1030: pooled, whereas cloudvirt1030 is not included in profile::openstack::eqiad1::nova::scheduler_pool:

  1. investigate and decide whether cloudvirt1030 should be part of the scheduler pool
  2. update hieradata/eqiad/profile/openstack/eqiad1/nova.yaml to reflect the result of the decision

Note: this is my first writeup for wikitech and any feedback regarding tags or content is invited and will be appreciated. I am ready and available to submit a patch contribution once a decision on this issue is clear.

You are right, it's inconsistent. cloudvirt1030 is a Debian Stretch server (not affected by the ongoing reimages for Debian Jessie boxes). It has room for running more VMs [0], so I would suggest we simply put the server back into the scheduling pool if I'm not missing any other information bits (like ongoing HW maintenance or somethng).

@Techguru.pc , would you like to send a patch to gerrit addressing it? It should be an one-liner patch.
