The API:Filearchive documentation states:

Required rights 	none

This is incorrect, the deletedhistory right is required, see:
https://phabricator.wikimedia.org/source/mediawiki/browse/master/includes/api/ApiQueryFilearchive.php$42

Oops, I believed the API doc was generated and needed something done by the developers. I simply updated the wiki. Sorry for the noise.

Thanks for the quick fix! Removing MediaWiki-REST-API as this is about MediaWiki-Action-API (see its descriptions).
