I fixed it manually with the next edit. (2nd time I've had to do that as the target section title was edited)

I don't see why the link target should automagically update itself or how that should technically be detected. :-/
On-wiki content like templates are local features and managed independently on each wiki. Phabricator is used for MediaWiki, MediaWiki extensions, or server configuration, or by developers and teams to organize what they plan to work on. In this case you could contact previous authors of local pages (see "View History") or discuss on a corresponding talk page. This is a topic to discuss and fix on the local wiki and not handled in Phabricator currently, so I am closing this task as invalid. Thanks for your understanding. :)
